Individual Consultant Monitoring, Reporting & Verification (MRV) System through NGP Reforms & Innovation in Government for High Performance

The project aims to strengthen Pakistan’s power sector by establishing a robust and transparent Monitoring, Reporting and Verification (MRV) system for greenhouse gas (GHG) emissions. It focuses on addressing institutional, regulatory, and technical gaps in existing emissions data systems, improving data reliability and traceability, and enhancing coordination among key power-sector institutions. The initiative will support the integration of emissions accounting into power-sector planning and policymaking, strengthen alignment with IPCC guidelines and the UNFCCC Enhanced Transparency Framework, and advance Pakistan’s national climate commitments. Ultimately, the project is expected to promote evidence-based decision-making, support power-sector decarbonization, and enhance readiness for climate finance, green investment, and carbon market opportunities.
