Case Study: Development of Industry-Specific Punjab Environmental Quality Standards (PQSs))
Project Objectives
This strategic project aimed to:
- Establish a comprehensive framework for deriving sector-specific EQSs.
- Define measurable environmental thresholds for air emissions, effluent discharge, solid waste management, noise, and vibration.
- Propose sampling methodologies and analytical techniques tailored to each industrial sector.
- Engage and consult stakeholders including industry representatives, regulators, academia, and consultants for technical validation and consensus.
- Support SPIU/EPD in presenting the final standards to the Punjab Environment Protection Council for formal approval.
Key Components
Designed a science-based, regulatory-compliant framework for the derivation of Environmental Quality Standards across 16 diverse industrial categories.
Technical Formulation of PQSs
Drafted detailed standards for parameters including gaseous emissions, water effluent, hazardous and non-hazardous solid waste, noise levels, and ground vibration thresholds for industry.
Sampling Methodology Design
Developed standardized sector-wise sampling protocols, ensuring reproducibility and compliance with national and international best practices.
Stakeholder Engagement
Coordinated with government departments, environmental consultants, industry bodies, and technical experts to gather feedback and ensure sector-wide alignment.
Workshops and Consultations
Successfully conducted five (5) stakeholder workshops in a phased manner to review draft standards and refine the final framework through collaborative input.
Regulatory Support
Provided expert assistance to SPIU and EPD in finalizing and presenting the proposed EQSs to the Punjab Environment Protection Council (PEPC) for endorsement and adoption.
